Organizational Setting
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. The Corporate Services Department (CSD) provides IFAD with the human resources, administrative services, safety and security, information technology resources, and medical support services required to allow IFAD to meet its objectives of enabling rural people overcome poverty. CSD is led by an Associate Vice-President and is comprised of three (3) divisions: People and Culture Division (PCD), Information and Communications Technology Division (ICT), Management Services Division (MSD) and one unit: the Health & Wellness Unit (HWU).

ICT is led by a divisional director and Chief Information Officer and is comprised of three (3) units: the Plan, Services and Architecture Unit (ICT-PSA), the Build Solutions and Analytics Services Unit (ICT-BSA), the Run and Platforms Services Unit (ICT-RPS) and two (2) Teams: the Operational Cybersecurity Team (ICT-CSEC) and the Applications Services and Cloud Configuration Team (ICT-ASC).
Job Role
The Information Communications Technology Analyst is typically an entry level position designed to build expertise in a broad range of ICT occupations. The incumbent works under the overall strategic, policy and management guidance of the Director of the Information Communications Technology Division (ICT) and the direct supervision of an ICT manager or specialist. The Analyst performs routine and non-routine work with established precedents independently; complex, precedent setting recommendations are developed in consultation with the supervisor or other subject matter expert.
The ICT Analyst (Data & People Analytics) is responsible for the secure collection, processing and analysis of data, including corporate and people data. The Analyst will manage the evolving data sets and ensure that appropriate measures are taken to ensure that access control measures are in place and maintained and that the data is effectively modelled to support the required analytics. The Analyst will provide data insights, workforce analytics, and business intelligence tools to support evidence-based decision making across data-centric and people-related processes (in particular workforce planning, recruitment, reassignment and staffing demographics). The incumbent will also be responsible for providing accurate reporting and analysis on data-centric information for clients, including HR data, triangulating structured and unstructured data from different sources. The incumbent (a) contributes to a data-driven culture at IFAD by designing and developing data-centric solutions such as data pipelines, processing, cleaning, editing, visualization, analysis, and insights (b) proposes data metrics and reporting methodologies for IFAD management to use as a tool for strategic planning, including predictive workforce planning, and identifying and verifying new reports and queries as required by Management, Member States and UN/IFI entities; (c) provides comprehensive formal statistical data for CEB and IFI annual headcount and other reporting, IFAD Enterprise Risk Management indicators, RIDE, UNJSPF year-end schedules, and country briefs; (d) analyses results from surveys and generates data to support and inform different streams of client initiatives, in particular HR integrated initiatives.
Key Functions and Results
1. ICT BUSINESS PARTNER: The Information Communications Technology (ICT) Analyst customer service focus is on client outreach. The incumbent provides verbal and written advice and guidance to supervisors and staff on information technology platforms, systems/applications and procedures, facilitating a mutual understanding of issues and roles in the management of IFAD's Information Technology environment. The Analyst supports ICT best practices in the Fund through outreach to other private and public sector organizations to identify potential solutions to IFAD client concerns, as well as maintains open communications with counterparts in other UN and IFI organizations for further discussion with ICT Specialists, internal committees and/or review board.
2. INFORMATION AND COMMUNICATION TECHNOLOGY EXPERT: The ICT Analyst is establishing their knowledge base and expertise in the information technology and/or communications fields as well as the Fund's ICT strategy, principles, standards and systems/applications. The incumbent may be assigned to an ICT generalist team providing support to a large, complex group of clients or rotate through the various ICT occupations (Infrastructure, Technical Support, Customer Service, Solution Development) to develop an in-depth knowledge of the individual ICT activities. The Analyst is assigned routine and non-routine casework and system implementation requiring the analysis and synthesis of issues and problems and interpretation of established, formal guidelines to address and recommend solutions or further actions required. Work at this level is carried out with a higher-level Professional and involves the planning, design, development, implementation and maintenance of computer information systems; the responsibility for independently completing portions of work related to specific areas, such as undertaking parts of feasibility studies, analysing and modifying existing applications, maintaining systems software, designing and writing components of computer programs.
3. AGENT OF CHANGE: The ICT Analyst maintains an awareness of the principles of change management and proactively serves as a role model for transformation and capacity for acceptance of change. The incumbent uses a solid knowledge of information technology to analyze and promote acceptance of new methods of work and effective communication skills to persuade and influence managers, supervisors and staff to adopt change. Going beyond acceptance to change in methods and technology tools, at this level the Analyst manages change through consultations with ICT colleagues and outreach to client offices to ensure open and regular communications pertaining to current and planned changes in the ICT strategy.
4. MANAGERIAL FUNCTIONS: Is accountable for integrity, transparency, and equity in the personal use of assigned IFAD resources, including equipment, supplies and, as applicable, staff supervised.

Within existing repositories and with established protocols, ensure that all data pipelines for corporate, people, and related data are correctly configured, updating feeds as required including when new solutions are deployed, and are running as per schedule.
Clean and pre-process data to ensure accuracy and consistency of data in corporate data repositories, especially those related to HR.
Reviewing existing datasets and planning tools to ensure integrated, centralised and consistent data collection and analytics.
Ensure that corporate, people, and related data are effectively modelled in data repositories to service corporate and self-service reporting in the more accessible and comprehensible manner possible, including metadata management and adequate documentation on data models.
Using corporate tools, create dashboards and visualizations to present data in clear actionable manner for the relevant stakeholders (in particular HR Analysts, HR Business Partners, Senior Managers and external partners)
Proposing data metrics and reporting methodologies to support managers and staff, particularly those in HR and PCD, with tools for strategic planning, identifying and verifying new reports and system queries as required, such as predictive workforce planning.
Compiling and reporting on data and metrics from various sources including HR systems, identifying trends , correlations, outliers and providing exploratory and predictive analytics on a broad range of matters to help obtain insights, support decision-making and inform policy review.
Develop reports for clients, in particular the People Operations and Policy Unit, PCD, Senior Management, EB, CEB, UN, IFIs, internal control systems and external stakeholders on corporate data, KPIs, KRIs, DEI, workplace composition and culture indicators, country briefs, corporate level evaluations, UN cost-sharing activities, and others as required.
Consolidating and streamline metrics and indicators and ensure standardised, consistent and clear systems and tools are in place and available to monitor progress in the implementation of key initiatives and activities (in particular those related to HR, such reassignment, recruitment, HR updates, etc.)
Supporting all relevant units and related workstreams in visualizing and presenting data in effective and engaging ways, including needed statistics, data, graphics, and presentational materials. Assist in preparing data reports, both internally and for staff and management, and incorporating data analysis into narrative reports.
Contribute to thought leadership with ICT on data and analytics at IFAD
Troubleshooting and implementing enhancements and fixes to systems on relevant data pipelines, dataset or reports
Key Performance Indicators
The work requires analysis of individual cases, systems and processes. While the type of analysis and decision-making varies among the different ICT specialties, typical examples include: interpreting customer requirements, performing analysis of solutions available and recommending courses of action designed to solve client IT-related issues and opportunities.

Effective maintenance of the integrity and accuracy of corporate data, people data, and related data.
Efficient development of data models, dashboards and reporting methodologies for the provision of client-specific analytics to use as a tool for strategic planning, in particular HR analytics and predictive workforce management.
Regular corporate reporting on data and analytics to internal and external stakeholders.
Support internal capacity-building and best practices related to data management and analysis.
In line with ICT practices and policies, ensure adequate data security, access control and business continuity measures are in place for sensitive data, such as HR-related data.
Monitoring of data repositories, data analysis tools and usage of reports. Actively plan for required patching and upgrades and lead on the testing coordination of these activities.
Working Relationships
The work relationships of ICT Analysts involve both written and verbal communications to obtain and provide information regarding decisions on specific cases or to explain why an action has been taken or to obtain information needed to take decisions or support further ICT processes. Internal Fund contacts extend to supervisors and staff throughout the Fund to seek understanding and obtain the assistance or cooperation of persons who are involved mainly in routine ICT matters. This requires skill in building constructive, effective relationships. External contacts are predominantly with colleagues in the professional community on such questions as use of language and software and with vendors to collect/exchange information on technology.
Regular liaison and coordination internally across departments, divisions, and units, with other IFAD clients and partners, and with UN and IFI peers to research and benchmark against best practices, especially with stakeholders related to HR analytics.

Minimum of two (2) years of progressively relevant experience in data and analytics is required.
Experience in ICT or related fields with a primary focus on data and analytics.
